Question about github repository license vs acceptable use policy

In 2 sections: C: acceptable use and D user generated content --

In section d(5) it is not clearly stated in the adopting a license link whether the license I will adopt based on 'the link's explanation' will be subject to accepted use policies too when it has its own license. So if user creates derivatives elsewhere what will be the license and terms of use? It doesn't even state whether I can take code to outside of GitHub or not!

so the question is the 2 questions: can users take code elsewhere outside of GitHub when I 'adopt a license' like in section in link? and 2nd, will they be bound to other than license specified (like acceptable use policies) when they make their own derivatives

Example use case: I want to build an LLM with 'unlicense' license

"Account", "Content", "Service", "User-Generated content", "Your Content", "Website"

Section B: (1): "...Users. Subject to these Terms, you retain ultimate administrative control over your Personal Account and the Content within it...."

Section C: "...Your use of the Website and Service must not violate any applicable laws, including copyright or trademark laws, export control or sanctions laws, or other laws in your jurisdiction. You are responsible for making sure that your use of the Service is in compliance with laws and any applicable regulations...."

My understanding is that it is implicitly stating that I can be only bound to code repository's license for code taken off of GitHub (not git file. Just source code) instead of having to depend on accepted use policies too, for example. Correct?

I'm basing that only on terminology like:

• "ultimate administrative control"
• "solely responsible for", "
• "..You retain ownership..": "...Because you retain ownership of and responsibility for Your Content, we need you to grant us.."

But is it true?

I'm sorry I can't get full answers when I contact support, and they mentioned how they don't know for sure, also they mentioned (without me and then<EDIT: them> talking about the above) that the maybe argument is, as to what they could understand of it, to be true that: license is seperate from acceptable use policy, but I still need reassurance.

I don't know how to put a license like 'MIT' forth with the terms being unclear like that. Even the 'Unlicense' license. Unless I missed something.
