Will the private vulnerability reporting rest api call (https://docs.github.com/en/rest/repos/repos?apiVersion=2022-11-28#check-if-private-vulnerability-reporting-is-enabled-for-a-repository) only give a respose if the repo is public? So if it is an enterprise with private repos, then it will always be a 404 error?
