According to the official documentation, it is recommended to filter on the job level with if: github.actor == 'dependabot[bot]' for a dependabot workflow. However, this creates many skipped/cancelled entries in the list of workflow runs. This feels messy to me.
Wouldn't it make more sense to be able to filter for this on the workflow level instead? This isn't merely a documentation issue as I don't believe such a way exists. We can run the workflow conditionally on the target branch, but not the compare branch.
Is there an explanation of why this isn't supported? Any chance we can get this changed?
