Renamed workflow files still return old file name in 'gh api' name path and "html_url"

I have found a workflow file that has a commit history like
.github/workflows/a- b.yml -> .github/workflows/a-b.yml

yet the gh api command returns the value with the spaces still there.
This means the html link it returns gives a 404.
Is this a feature or a bug?
