The controller installs successfully but when I configure the scale set I get a success message but I don't see a listener and no runner group is created in my github.com enterprise.
This the message I see when I install the scale set:

I'm not sure where to troubleshoot and was hoping someone could give me some pointers. I've turned on observability in my EKS cluster and don't see any errors in the logs.

I've followed the instruction to install Actions Runner Controller for EKS using the Quickstart for Actions Runner Controller, https://docs.github.com/en/actions/hosting-your-own-runners/managing-self-hosted-runners-with-actions-runner-controller/quickstart-for-actions-runner-controller.
