has_downloads documentation should say it is unused

As per https://github.com/orgs/community/discussions/102145 repositories have an has_downloads parameter that does nothing. That parameter is "documented" in https://docs.github.com/en/rest/repos/repos in this way: "Whether downloads are enabled.". That is not helpful. If that parameter truly does nothing, the documentation should says so.
