Is it possible? For instance I want to use pull_request_template.md as my default PR template and be able to use another PR template out of the GitHub UI.

Here are the docs on how to create more than one PR template. Can you provide more information on what you mean by "out of GitHub UI"?

When I create issue I can chose template I wanna use. It doesn't work with PR templates.

Ahh. I don't think that the UI for PR is the same as for Issues if you wanting the ability to select a PR template via the web interface. So although you are able to create multiple PR templates, you have to use the query parameter in order to utilise them. Check out the docs for more info on using query parameters for PR templates.

To create multiple pull request templates and use the template query parameter to specify a template to fill the pull request body, type .github/PULL_REQUEST_TEMPLATE/, then the name of your pull request template. For example, .github/PULL_REQUEST_TEMPLATE/pull_request_template.md. You can also store multiple pull request templates in a PULL_REQUEST_TEMPLATE subdirectory within the root or docs/ directories. For more information, see "About automation for issues and pull requests with query parameters."
