500 error trying to open Codespace for PR from forked repository

I have admin perms on a private repo where colleagues have read perms. To create PRs into the source repo, my colleagues fork the source repo via Codespace and then submit a PR from their fork/branch into the source repo.

When I try to open a Codespace based on the fork/branch in the PR, I get an Oops 500 error page.

Having the submitter give me read perms in their forked repo does not seem to resolve the issue.

Is this user error or some other issue? Thank you.
