How to deal with code-signing in completely on-cloud machines set up

I want to know ,how do we deal with code-signing ,after june of 2023, it seems we must use a physical device at all times (which carries the private keys) to sign the code.For an organisation like mine,where we have a complete cloud based structure, what is the way to do it ? any idea at all will help.
