So looks like... this is not a supported feature of ghcr.io - public package access. All package access has to be authenticated, correct? If so, you might want to tell your team that the documentation all around needs to be updated, this page in specific: https://docs.github.com/en/actions/hosting-your-own-runners/managing-self-hosted-runners-with-actions-runner-controller/quickstart-for-actions-runner-controller which makes 0 mention that public/anonymous access is not allowed. |

I have an EKS cluster that is attempting to pull a helmchart in an OCI repository on ghcr (the github actions helm chart to be precise).
I can't pull via helm cli on my desktop either:
Internet research suggests this is a serverside misconfiguration/bug and that things may resolve on their own without intervention.
